Gov. Kristi Noem delivers her annual budget address to South Dakota lawmakers Tuesday afternoon at the state Capitol, in which she proposes 1.25 percent funding increases for educators, state employees and care providers.
She also calls for a quarter-billion in more prison funding, $10 million to help schools beef up security and $4 million for an education saving account program.
