POINT | Repealing ‘Landowner Bill of Rights’ would hurt farmers, ranchers, counties

Earlier this year, the Legislature passed a bill known as the “Landowner Bill of Rights.” It places regulations on proposed carbon pipelines that could be built in South Dakota and requires them to pay additional money annually to landowners and counties.
The bill had strong bipartisan support and was signed into law by Gov. Kristi Noem.
