Request for Qualifications and Expression of Interest (RFQEI)
Project Description: Following an amendment to SDCL 6-13-15, the City is now able to donate the Brockhouse Collection to another political subdivision within the state of South Dakota or a qualified nonprofit(s) organization in the United States after the governing body makes the determination that the collection is no longer necessary, useful, or suitable for the purpose for which it was acquired. The City is seeking qualifications and expression of interest for the future ownership, management, preservation, and utilization of the Brockhouse Collection, a significant assemblage of taxidermy animals amassed by Henry Brockhouse who collected a wide array of specimens from various habitats and continents beginning in the late 1940s until the time of his death in 1979. This collection, which is housed at the Delbridge Museum of Natural History, was closed in August 2023 due to safety concerns related to arsenic contamination and lack of sufficient public barriers to prevent touching of the taxidermy.
The Brockhouse Collection consists of a diverse range of specimens, including many endangered and threatened species that were harvested prior to the Endangered Species Act of 1973, making it a rare and valuable resource for scientific research, educational purposes, and public display. An evaluation by A.M. Art Conservation has confirmed that the majority of the specimens are in good to excellent condition, though they will require substantial restoration work estimated to exceed $1 million. Despite the significant costs associated with restoration, the collection’s historical and educational value positions it as a unique opportunity for institutions specializing in natural history.
This Request for Qualifications and Expression of Interest invites proposals from museums, conservation organizations, academic institutions, and other qualified entities interested in acquiring pieces from the collection or the collection in its entirety.
Evaluation and Selection Criteria: The City of Sioux Falls desires that the qualified entities acquiring the collection and commit to its preservation, restoration, and use for scientific and educational objectives. The prioritization of the relocation of the collection will be as follows:
1) Entity is a qualified, non-profit organization.
2) The quantity of pieces from the collection desired by the non-profit.
a. It is desired that the entire collection remains intact, but not a requirement for selection.
3) If multiple entities have interest in the same asset, and the quantity of desired pieces is the same, the preference for selection will be to the entity in closest proximity to 224 W. 9th St, Sioux Falls, SD, 57104
The City reserves the right to not select an entity as part of this process if an agreement cannot be reached or for any other reason.
Objective: The aim of this expression of interest is to identify a new custodian(s) for the Brockhouse Collection. The selected entity (s) will be responsible for the future ownership, preservation, relocation, and utilization of the collection.
Eligibility: This invitation is open to any nonprofit 501 (c) 3 or any agency able to become registered as a 501 (c) 3 prior to contract award.

BE IT ORDAINED BY THE CITY OF SIOUX FALLS, SD:

Mayor Deborah McIsaac called the meeting to order at 7:04 PM in the Baltic City Hall, 130 St. Olaf Avenue. Answering roll call were Aldermen Ryan Sinding, Brian McGreevy, Nikki Oien, City Attorney John Hughes, and joining via Teams, Mayor Deborah McIsaac, Alderman Steve Boeve. Also, in attendance was ISG Engineer Justin Heim and Parker Hamann, Public Works Supervisor Ryan Fods and Finance Officer Lacey Harrington.
Mayor McIsaac led the meeting in the Pledge of Allegiance.
The council reviewed the August 13th, 2024 Regular Council Meeting minutes. Attorney Hughes wanted to suggest editing the Claims Payable from August 13th for Hughes Law Office description. It reads “April & May Legal Services” but should say “July.” Ryan Sinding made a motion to approve the August 13th, 2024 minutes as amended per Attorney Hughes change request, Nikki Oien seconded. All ayes, motion carried.
Council reviewed the Claims Payable. Brian McGreevy asked what the $402.93 for EFTPS from September 2022 is. Harrington explained this was due to an underpayment of federal payroll taxes in September 2022. McGreevy made a motion to approve the Claims Payable and Sinding seconded. All ayes, motion carried.

Public Time
Kim Frerichs came forward to discuss her road closure request for the Someday Café & Dog House. Frerichs wants to have a customer appreciation day on September 29th from around 1 pm to 6 pm. They want to have bean bags, games, food and music. The closure request would be from 2nd St to the Bargain Basement. This will be added to the agenda for the Budget Meeting on September 19th, 2024.
OLD BUSINESS
Veterans Memorial
Mayor McIsaac asked Alderman McGreevy to review the timeline from 2021 onward. McGreevy summarized it, and McIsaac emphasized the community’s strong interest in the memorial and the City’s progress and investment in the joint project. She also noted that if the Legion agrees to place statues on city land, it would be a donation as they would become city assets inclusively. The current rendering by the City Engineer was presented as an approved location, only an approved installation design would be needed to install the statues. Should the Legion reject the current plan, Sinding requested three viable options to be submitted. Any further expense would be at the cost of the Legion. A professional rendering would be required for approval. Diede will present tonight’s information to the Legion.
NEW BUSINESS
Road Closure Request for Homecoming Parade
Mayor McIsaac presented a road closure request for the homecoming parade on September 13th. Harrington provided a map from the Baltic School District. The Council discussed the construction issues and potential routes. McIsaac recommended sending two City representatives to the school to finalize the route. McGreevy motioned to authorize Lacey Harrington and Nikki Oien to represent the City and resolve the route details, Boeve seconded, all ayes, motion carried.
Initiated Measure 28
The upcoming November ballot measure proposes removing sales tax from consumable goods, including items beyond just groceries. If passed, this could create a $43,000 annual deficit for Baltic, according to the South Dakota Municipal League. They recommend a resolution to inform taxpayers of the measure’s negative impact. Mayor McIsaac recommended the council take this under advisement and discuss it at the next meeting. Communication strategy to citizens will also be considered. Council agreed.
Ward Line Alignment
Mayor McIsaac presented the Council with the need to revisit the ward lines in Baltic. There is currently a 13% disparity between wards, and the voter rolls may have up to 20% inaccuracy. There are also many entries for people no longer residing in Baltic. SECOG offers services to help adjust ward boundaries for equal representation. A proposal to consider dividing wards into thirds similar to Colton’s structure, was mentioned to improve manageability and representation. SECOG provides four free hours of assistance, with additional help at $75 per hour. No decision is required today. The Council needs to decide whether to create a third ward or four wards. Members were encouraged to gather public input and consider future development in town. Sinding asked if SECOG could provide options for both three and four wards. Mayor McIsaac emphasized starting the process and confirmed that Census data, rather than voter registration, should be used. The Council agreed to take the matter under advisement and revisit next month.
Baltic Heights Financing Options
Upon learning the Baltic Heights grant was denied, a discussion of how the city could finance park amenities or other projects. Justin explained how cities finance such projects, as Municipality funding options are limited to grants or financing, with income sources restricted to utilities, services, and sales tax in South Dakota. Justin from ISG said he could gather more information for the September 19th budget meeting.
Sidewalk Financing Options
Justing from ISG stated sidewalk projects can be financed through assessments, as outlined by state law. The cost is assessed to the abutting landowner. The process includes creating plans, notifying residents, holding a public hearing for feedback, and then proceeding with the standard assessment. This method allows for community engagement and ensures that landowners pay for the sidewalk improvements adjacent to their property. The assessment lasts seven years. When determining sidewalk locations, clear communication is key, especially explaining the need for them based on traffic patterns. Mayor McIsaac noted that sidewalks have been a long-standing issue, with concerns for pedestrian safety, especially for children. Past grant applications have failed due to our median income. Clear communication is crucial, particularly for homeowners to understand the actual cost to homeowners. Justin’s expertise will guide us forward, and the topic is on the agenda to start real discussions. Justin has already completed a five-year study, and the goal is to bring this issue back up for meaningful conversations and community improvements.
ENGINEERING UPDATE
Watermain Looping Project
This project has resumed. All removals are completed on 4th Street and utility installation has begun. The contractor will maintain safety for children traveling near 4th Street to and from school, especially with the road closure in place.
Oak & Ash
Utility work and graveling on Ash Ave are complete. Crews are now installing sanitary sewer on 2nd St, with plans to complete it the week of September 23rd and watermain the week of October 7th. Paving will follow, continuing up 2nd St and then to Oak, with both sanitary and water installations. Ash is graveled and will be that way for a while. They want to pave all the areas at the same time. Brian McGreevy made a motion to approve Change Order #2 for $32,104.86 for the Oak & Ash Project for additional water and sewer services in the old trailer park and allow Lacey Harrington to use the Mayor’s stamp, Boeve seconded, all ayes, motion carried. Brian McGreevy made a motion to approve Pay Application #3 for $106,487.33 for the Oak & Ash Project and use the Mayor’s stamp, Steve Boeve seconded, all ayes, motion carried.
Main Lift Station
Parker with ISG stated last month the City approved plans and specs. September 20th & 27th with be the first and second publication. October 3rd will be the public bid and October 8th will be the award of the contract.
Transportation Alternative Grant
Parker with ISG stated that the SD DOT came out and had a site visit and review of application with ISG and Sophie from SECOG. They gave us ideas on how to improve that application in order to increase our chances of getting that grant and we are currently working on those items to get that application cleaned up. That application is due in October. Sophie with SECOG presented the Council with a resolution giving them permission to submit the application and solidifies the City of Baltic’s match commitment of 18.05% of the project which is the match minimum. Sophie requested we gather letters of support from the city and citizens along 6th Street to help our chances of getting this grant. The Council reviewed the map of where we wanted these sidewalks. Sophie will send some suggestions on what to include in the letters of recommendation.
PUBLIC WORKS UPDATE
Ryan Fods informed the council that in 2020, when switching from Galaxy to the current Beacon system, a temporary $2.00 surcharge was added to cover costs. Although the surcharge was only in place for a year, the system still costs the city about $200 a month, or roughly 44 cents each time a meter is read or a bill is sent. He suggested discussing adding this cost to water bills. Mayor McIsaac recommended to find a way to absorb operational costs as it is causing a negative SRF balance that must be rectified. Mayor McIsaac highlighted the importance of addressing these costs, noting that smart meters are nearing end-of-life and will need replacement, adding further expenses. Additionally, funds received a few years ago for the water looping were originally intended for another water tower to alleviate strain from increased demand, as the current tower fills twice a day. The city is also at capacity in the lagoons. Infrastructure needs are becoming critical. The City’s only revenue sources are sales tax, utility fees and property taxes.
Lead Pipe Update – Fods stated we are at about 14% participation in the Lead Pipe Survey. We must have 100% participation. Instructions will be promoted in the Shopper, Facebook and the website.
Skating Rink – Mayor McIsaac asked Fods what his thoughts are on the skating rink this winter. Ryan said we need to come up with a better location that is flatter, has a water source and plans to make it smaller, more circular this year.
FINANCE UPDATE
Lacey Harrington requested September 19th at 6:00 pm for the budget meeting. This will be the first reading of the budget. For the second reading would be the next regular council meeting in October. The Tax Levy must be submitted prior to October 1st.
COMMUNITY RELATIONS UPDATE
gWorks Update – Harrington provided an update on transitioning from the desktop version of the gWorks software to the cloud. The switch is planned for the first week of October, after completing the bank reconciliations for 2024 up to that point.
Coffee with Council – Harrington suggested we do this after budget. Mayor McIsaac suggested the 19th of October which worked for everyone. This is set for October 19th, 2024 from 9 am – 11 am.

Ordinance Review - Sean from SECOG stated we must complete initial checklist by November 18th. LEGAL/COUNIL/MAYOR/UPDATE – Nothing to report.
