Online auction will begin on Friday, September 13, 2024, at www.purplewave.com and will close the bidding on Tuesday, October 8, 2024, at approximately 10:00 A.M.
Auction items can be viewed at www.purplewave.com or at the City of Sioux Falls Street Department facility at 1000 E Chambers St, during the Open House on October 4, 2024, from 11:00 a.m. – 1:00 p.m.

RESOLUTION NO. 97-24
A RESOLUTION TO APPROVE THE CONTINUATION OF THE ANNUAL REFUND OF MUNICIPAL PROPERTY TAXES ON THE PRINCIPAL RESIDENCE OF ELIGIBLE ELDERLY AND DISABLED PERSONS.
WHEREAS, pursuant to Ordinance 21-22, the City Council approved a Municipal Property Tax Refund Program (the “Program”) to annually refund a portion of municipal property taxes on single-family dwellings serving as the principal residence of eligible elderly and disabled persons; and
WHEREAS, Ordinance 21-22 provides for a one hundred percent (100%) refund of the City of Sioux Falls municipal property tax due, up to $500 and excluding municipal levied liens or assessments, for property owners who qualify for a freeze on assessment on qualifying single-family dwellings under SDCL § 10-6A-2; and
WHEREAS, Section 3 of Ordinance 21-22 provides for annual continuation of the Program subject to the City Council adoption of a resolution to approve a continuation and provide an appropriation therefore; and
WHEREAS, the City Council has appropriated in the City’s 2025 Budget funding for the Program for 2024 property taxes that are payable in 2025;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD:
The City Council hereby approves continuation of the Program for fiscal and calendar year 2025 and will apply to 2024 property taxes payable in 2025. To be eligible, the property owner must have applied with the County for a freeze on assessment of single-family dwellings pursuant to SDCL § 10-6A-2 by April 1, 2024. All refunds issued through the Program will be as prescribed in Ordinance 21-22.

A RESOLUTION APPROVING THE RELEASE OF PART OF A RIGHT-OF-WAY EASEMENT LOCATED IN THE SOUTHWEST QUARTER OF THE SOUTHWEST QUARTER OF SECTION 27, TOWNSHIP 101 NORTH, RANGE 50 WEST OF THE 5TH PRINCIPAL MERIDIAN, MINNEHAHA COUNTY, SOUTH DAKOTA.
WHEREAS, the City of Sioux Falls, SD, no longer needs part of the right-of-way easement area across the above-described real property, as shown on Exhibit A. Signed approvals from all public and private utilities are on file with the office of the City Engineer; and
WHEREAS, the right-of-way easement was granted to Minnehaha Community Water
Corporation and filed in Book 164 of Miscellaneous on page 451 in the office of the Register of Deeds for Minnehaha County, SD, on January 2, 1987; and

RESOLUTION NO. 103-24
A RESOLUTION ESTABLISHING A POLICY OF THE CITY COUNCIL FOR HOW TO PROCEED WITH A PROPOSED NEW CONVENTION CENTER AT THE RIVERLINE DISTRICT.
WHEREAS, in February 2024, the City of Sioux Falls and Friends of the Riverline District unveiled a plan to build a new convention center and full-service hotel at the Riverline District; and
WHEREAS, in July 2024, Johnson Consulting presented the results of Phase 1A at a City Council Informational Meeting; and
WHEREAS, the City Council has determined that the purchase of the Riverline District property should not proceed without further due diligence by the elected officials.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD:
Section 1. That the City Council is in support of the overall vision shared by the Friends of the Riverline District of constructing a new convention center in the vicinity of downtown Sioux Falls.
Section 2. That the City Council has a duty and obligation to be responsive to the interests and needs of those they represent.
Section 3. That a steering committee is hereby established to create a project timeline; recommend a purchase agreement to the City Council; review and recommend a final design and cost estimate; and recommend a timeline for an advisory election.
Section 4. That the City Council supports a budget supplement to acquire the 7.24 acres property and the purchase of the Riverline District property once approved by the Riverline Steering Committee.
Section 5. That the Mayor is hereby authorized to appoint four representatives to the Riverline Steering Committee.
Section 6. That the City Council Chair and Vice Chair shall appoint four individuals to the Riverline Steering Committee.

AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, AMENDING THE CODE OF ORDINANCES OF THE CITY BY AMENDING CHAPTER 32: CITY ORGANIZATIONS, SUBCHAPTER: INTERNAL AUDIT.
BE IT ORDAINED BY THE CITY OF SIOUX FALLS, SD:
Section 1. That Subsection (c) of Section 32.022 of the Code of Ordinances of Sioux Falls, SD, is hereby amended to read:
§ 32.022 GENERAL DUTIES OF THE AUDIT COMMITTEE.
(c) The committee shall develop and recommend to the city council for approval an audit plan for the ensuing years. The committee shall annually review the audit plan to evaluate the progress made in completing the audit plan. The committee may further recommend to the city council for approval amendments to the audit plan at any time as is necessary.
Section 2. That Subsection (b) of Section 32.023 of the Code of Ordinances of Sioux Falls, SD, is hereby amended to read:
§ 32.023 OFFICE OF INTERNAL AUDIT; STAFF; RESOURCES; STANDARDS; AUTHORITY.
(b) The internal audit office and any contracted firm that provides audit services shall implement the audit plan, provide timely reports to the audit committee, establish a system to follow up on reported audit findings, establish and implement procedures to prevent and detect fraud, and perform other such duties as assigned by the audit committee or city council.

Last year 91 pounds of honey was harvested.

Action ST00850 Director of Access and Workforce Opportunity Marcella Prokop provided the Access and Workforce Opportunity Update Report (MRF #ST627). In July of 2021, the office of Access and Workforce Opportunity began serving Southeast Tech’s first-generation and other at-risk students with additional support tailored to the unique needs of these students. Access and Workforce Opportunity Coaches Jackie Hartman and Shasta Weston also provided an update on their work. Additionally, in 2024-2025, the Office of Access and Workforce Opportunity will continue offering first-gen college students supports, mentorship, 8th grade industry events, and basic needs support to all students, in addition to exploring how to scale current programming and build summer bridge programming.
