The City of Sioux Falls has adopted a Disadvantaged Business Enterprise Plan. This Plan expresses the commitment of the City of Sioux Falls that disadvantaged business enterprises have the maximum opportunity to compete for and perform federally assisted contracts and subcontracts.
The City of Sioux Falls has available the latest Disadvantaged Business Enterprise directory in the Finance Department to facilitate identifying those certified disadvantaged business enterprises within the state of South Dakota.

Contractors must assure that telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities), and video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities) WILL NOT be supplied for the project.
Your special attention is invited to the attached Bidders Activity Report (BAR), Forms A and B, and Debar-2 form. The BAR form must be completed and submitted with your bid proposal, along with either Form A or Form B, and Debar-2 form. Failure to submit the Form BAR, appropriate form A or B, and Debar-2 form will cause the bid to be rejected. Mayor Deborah McIsaac called the meeting to order at 7:00 PM in the Baltic City Hall, 130 St. Olaf Avenue. Answering roll call were Mayor Deborah McIsaac via Teams, Alderman Steve Boeve via Teams, Nikki Oien, Ryan Sinding, City Attorney John Hughes, and Brian McGreevy via phone. Also, in attendance were ISG Engineer Parker Hamann, Public Works Supervisor Ryan Fods and Finance Officer Lacey Harrington.
Mayor McIsaac led the meeting in the Pledge of Allegiance.
The council reviewed the November 12,, 2024 Regular Council Meeting minutes. Ryan Sinding made a motion to approve the November 12h minutes, Oien seconded. All ayes, motion carried.

Finance Officer Harrington presented the Council with two contract options: an hourly per call arrangement and a flat rate agreement. McGreevy moved to approve the hourly per call contract, which was seconded by Steve Boeve. The motion passed.

Mayor McIsaac requested we table the late fee agenda item to the December 30th End of Year meeting.
NEW BUSINESS
New Public Works Assistant
Public Works Supervisor Ryan Fods recommended hiring Evan Brown as Public Works Assistant at $25.00 per hour, with full health/life benefits, 2 weeks of vacation, 10 days of sick pay, and SDRS Retirement. Brown holds a CDL and Applicator’s License and will need to obtain health, wastewater, and water certifications for a potential merit increase. Brian McGreevy moved to approve the hire, seconded by Steve Boeve. Motion passed unanimously.

ENGINEERING UPDATE
Watermain Looping Project
Justin Heim from ISG requested approval for Pay Application #6 in the amount of $1,385.10, reflecting the project’s completion except for seeding and restoration scheduled for spring. Nikki Oien moved to approve Pay Application #6 for $1,385.10 for the Watermain Looping Project and authorize Mayor McIsaac to sign. Sinding seconded. Motion carried unanimously.
Oak & Ash
Justin Heim requested approval for Pay Application #6 in the amount of $121,944.92. While some punch list items remain, the project is largely complete, with seeding and restoration to be finished in the spring. Sinding moved to approve Pay Application #6 for $121,944.92 for the Watermain Looping Project and authorize Mayor McIsaac to sign. Boeve seconded. Motion carried unanimously.
Main Lift Station
Justin presented the Council with details of the bidding process for the Main Lift Station project. The bids were opened Tuesday, December 17th and the lowest bid, $951,769.50 is from 605 Companies, exceeded engineering estimates but remained within the funding provided by SD DANR. Justin requested bid acceptance, contingent on DANR approval of the bid documents. In response to Sinding’s question about the $200,000 difference from other bids, Justin explained it was due to the station’s design and subcontracting efficiencies. Sinding moved to approve the bid from 605 Companies and authorize Mayor McIsaac to sign the necessary documents. Boeve seconded. Motion passed unanimously.
Christmas Eve Hours
Mayor McIsaac presented the Council with Finance Officer Harrington’s request to close the office early on Christmas Eve to allow for holiday travel. Oien suggested closing the office for the entire day and proposed that Christmas Eve be designated as a paid holiday for staff moving forward, in addition to Christmas Day.
