On the other hand, due to the large number of residents and businesses in Sioux Falls, a substantial amount of sales and vehicle taxes are paid and collected in the city. So, it's reasonable that some of those proceeds are spent in the city. I would imagine that some of the most heavily used state roads are in Sioux Falls. Based on that, it seems logical that the state shares the cost of enforcing its rules on those roads.
