Falling military recruitment numbers in South Dakota have Gov. Kristi Noem pushing for free college for the state’s National Guard members.
When the Republican governor makes her annual budget presentation to the state Legislature next week, she’s expected to unveil a proposal that would increase tuition reimbursement rates for members of the South Dakota National Guard enrolled at in-state universities and technical colleges to 100 percent.
