Former Lt. Gov. Matt Michels is moving back into the state Capitol.
But the Yankton attorney will not return to the role of state government’s second in command, despite having been on a shortlist of potential successors to Lt. Gov. Larry Rhoden — presumed to become governor if and when Gov. Kristi Noem’s nomination to President-elect Donald Trump’s cabinet is confirmed later this month.
